Biography:

Brooks Williams joins the City of Ferris with decades of experience as a strategic planning and execution executive in financial services and government. He has served as a City Council member and held government leadership roles including Planning & Zoning Commissioner as well as Chairman and Parks Board Secretary. Brooks has been a member of the Rockwell County Master Planning Commission - Finance Committee and the Royse City Capital Improvements Planning Committee.

Trained in quality management and leadership, Williams applied Six Sigma methodologies in his prior role as Chief Quality Officer for one of the top performing school districts in Texas. He led the continuous improvement effort for the district of 2,500 employees that ultimately drove the district to achieve over 90% performance rating in every target.

Williams' other qualities that will benefit the City of Ferris moving forward include:

  • Successfully executed a bond issue of $199MM.
  • Extensive expertise in financial and budget management.
  • Negotiated anchored development agreements with Walmart, CVS, and others.
